The ancestors of the Sycuan Band of the Kumeyaay Nation existed many centuries ago as a community of people…a Tribe living together, farming, hunting and fishing to survive.

Much has changed since that time.  Today the Sycuan Tribe governs its Reservation, owns and operates a Casino and a Golf Resort, and owns a number of other business ventures in the San Diego Region.

Job Purpose:

Oversees Surveillance Department activities and staff

Job Duties and Responsibilities:

(Note: Duties and responsibilities may be added, deleted, or changed at the sole discretion of Sycuan Management at any time)

  1. Oversees Surveillance department operations by assessing business needs, establishing departmental goals and objectives, collaborating with department heads to develop and coordinate department activities that meet stated objectives, reviewing policies and procedures on a regular basis, and establishing or revising operating and procedural requirements as needed. - 20%
  2. Directs Surveillance Investigations by managing in-depth investigations of cheating, criminal activities, team member violations and internal thefts, advising and assisting Casino Management, Casino Security and law enforcement agencies in conducting and completing investigations, and reporting to the Gaming Commission Executive Director all active and completed investigations. - 20%
  3. Assists Casino Management in solving discrepancies and/or player disputes by consulting video footage of incidents, relaying information to appropriate sources, and maintaining communication with Department heads to inform them of irregularities within their departments. - 20%
  4. Ensures competitiveness of Surveillance equipment by researching and evaluating innovations and trends in the gaming industry, analyzing applicability and impact of implementation and submitting recommendations to the Gaming Commission Executive Director for review and approval. - 10%
  5. Formulates, administers, and monitors both a capital and operational departmental budget by overseeing the planning and proper scheduling of surveillance personnel, overseeing and approving the requisition of equipment and other materials to facilitate surveillance operations. - 10%
  6. Coordinates external investigations by cooperating with competing gaming establishments, law enforcement agencies and governing bodies regarding pertinent issues which may affect the success of Sycuan Tribal enterprises. - 5%
  7. Develops team members by monitoring and evaluating team member performance, identifying training needs, conducting performance appraisals, and providing counseling, leadership, guidance and corrective action as needed. - 5%
  8. Hires qualified candidates by reviewing applications for surveillance positions, interviewing applicants, and selecting final candidates. - 5%
  9. Ensures the integrity and reputation of the casino by directing gaming investigations in a fair, safe and honest manner and observing established policies, procedures and gaming regulations. - 5%

Job Specifications:

Education and Experience:


  • Associates degree in Criminal Justice or related field or equivalent experience
  • 3 years supervisory experience
  • Investigative experience


  • Gaming surveillance experience

Skills and Knowledge:


  • Working knowledge of Sycuan's Gaming Regulations and Policies & Procedures
  • Excellent understanding of all closed circuit television equipment related to surveillance
  • Excellent skills and creativity in terms of  investigative process
  • Excellent judgmental, analytical and decision-making skills
  • Ability to operate sophisticated equipment to achieve proper surveillance protection
  • Ability to review video and correctly determine all details of any incidents, and properly decipher what violations or methods of cheating, and card counting are involved
  • Excellent managerial and interpersonal skills
  • Excellent interviewing and interrogation skills
  • Ability to critically evaluate situations and institute necessary steps to protect Tribal assets
  • Ability to maintain confidentiality
  • Ability to accept constructive criticism
  • Working knowledge in Microsoft Office Suite
  • Ability to obtain, assemble, organize and evaluate information
  • Ability to prepare reports that are detailed, concise, complete and grammatically correct
  • Ability to communicate effectively with subordinates
  • Excellent gaming knowledge and experience
  • Ability to compose annual operating and/or capital budgets


  • Working knowledge of digital video recording equipment
  • Auditing experience
  • Compliance experience
