Position Summary

The Puyallup Tribe of Indians is seeking a highly qualified candidate to serve in the role of Finance and Business Development Director (Director). The Director will be skilled at managing multiple, competing priorities, have patience and maturity to build strategic relationships and possess an ever-present point of view towards the future. The ideal candidate will demonstrate an innate curiosity and ability to anticipate and adapt to new innovations, competitive threats and changing customer needs. This position assists the Finance Director (Director) and Tribal Financial Officer (TFO) by providing operational and financial oversight and analysis of the Tribe’s governmental and business operations.  It will contribute to the Tribe’s overall success by effectively supporting the implementation of all financial policies and activities.  Assists the Director and TFO on financial reporting, analysis, management and growth issues.

Essential Duties and Responsibilities


  1. Formulate and assess business development strategies and manage the process to target, assess and acquire assets suitable to meet the strategic objectives of the Tribe.
  1. Analyze competitive threats and opportunities, from not only a financial perspective, but also the legal, social, environmental and political impacts.
  1. Develop and maintain dynamic financial models to assess investment opportunities across a range of operating and financing scenarios.
  1. Work with outside advisors to source, evaluate and execute on acquisition and partnership opportunities.
  1.      Prepares financial reports, program reports and special reports for the Tribe’s governmental and business operations for review by the Director and TFO. 

  1. Formulate presentations for a variety of audiences, including highly detailed analyses and concise, summary versions. Assist in presenting financial reports to the Tribal Council and, as directed by Tribal Council, to the Tribal general membership.
  1. Assists with the budgeting process for the Tribe, its various business operations and entities; provides research analyzing actual expenses against budget; identifies significant variances and timely reports them to the Director and TFO.
  1.      Provides advice on financial matters and assists the Director and TFO in finding solutions to financial challenges by applying sound financial knowledge and skills. 

  1. Assists in review of the Tribe’s governmental and business operations financial policies and procedures and provides recommendations for improvement; assists with amendments as needed; assists with the development of new financial policies and procedures as needed; monitors compliance to said policies and procedures.
  1. Responsible for contributing to positive banking relationships; including negotiating and structuring financing for various capital improvement projects and economic development projects.
  1. Participates in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform job functions and advance the interests of the department and the Tribe.
  1. Develops return on investment models and analysis as requested.
  1. Assists the Director with analysis of the Tribe’s cash flow and performance of the Tribe’s various investment accounts.
  1. Develop and maintain databases and news / information sources for market intelligence in target industries and subsectors. Assists with the collection and preparation of relevant economic and financial data impacting the Tribal government and various economic enterprises.
  1. At the request of the TFO, arranges for and oversees financial audits for the Tribe and its various entities or business enterprises; continually updates the TFO on audit status; ensures timely completion and reporting of results; immediately notifies TFO of findings; coordinates special audits as needed; ensures compliance with appropriate regulatory agencies.
  1.      Maintains a variety of documents, files and records for the purpose of providing an up-to-date reference trail, availability of information as needed on delegated projects, assignments or forecasts. 

  1. Perform other duties as assigned to support the efficient operation of the department.


Supervisory Responsibilities

This position has no supervisory responsibilities; however, the position does perform the duties and responsibilities of the Director and TFO in his/her absence.  As such, may temporarily supervise staff when the TFO and Director is not available.

Qualifications and Requirements

Education and/or Experience

  • Bachelors of Business Administration or related field from an accredited university is required.
  • Master of Business Administration (MBA) or Master of Science in Finance, Investments, or a related field from an accredited university is strongly preferred.
  • Five (5) years of experience preferred (minimum of three (3) years) experience in corporate development, business development, corporate finance, investment banking, private equity, and consulting or investment management is required. Investment experience gained in a mission-driven organization will be viewed favorably.
  • Previous work experience for a Tribal government is preferred.
  • Experience in and passion for gaming, hospitality, leisure, entertainment and / or real estate industries.
  • Prior experience with negotiations, contract development, and due diligence.
  • Knowledge of capital markets dynamics and experience-based knowledge of assessing the impact of market dynamics on targeted assets and opportunities.
  • Demonstrated ability to assess and translate significant quantities of data into information and discern key findings, including ability to synthesize, develop, package and communicate concise, logical, fact-based presentations, and make well-founded recommendations. Demonstrated ability to design sound business strategies based on a structured approach, integrating scientific, commercial and financial analyses that enable business success and create tangible enterprise value.
  • Demonstrated network of, and relationships with industry and governmental contacts, including current and potential external business partners, investment bankers, venture capitalists, and industry executives.
  • Excellent verbal, written and interpersonal skills, including ability to communicate information appropriately to the level of the audience.
  • Able to translate broad corporate strategies into clear, specific objectives and well-supported business plans.
  • Prior experience in preparing written reports and presentations to senior management and Boards of Directors.


Language Skills

Employee must demonstrate the ability to interact tactfully and positively with Tribal members, all levels of staff and management. Ability to maintain a high level of confidentiality. Ability to read, analyze and interpret common professional journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from staff and regulatory agencies. Ability to write reports and business correspondence. Ability to effectively present information and respond to questions. Ability to effectively present information to management, employees and groups of people.


Financial Skills

Requires in-depth knowledge of financial terms and principals.  Ability to calculate complex figures and prepare complex and detailed spreadsheets to support research and analysis.  Conducts financial/business analysis including the preparation of reports.


Reasoning Ability

Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Requires advanced analytical and quantitative skills.

Licenses or Certificates

Must pass a criminal background check prior to and periodically throughout employment.  Must not have any felony convictions.

Must have and maintain a valid and unrestricted Washington State Drivers License and proof of insurance.

Other Skills

  • Excellent communication skills, must be capable of presenting ideas in a clear and compelling manner both verbally and written.
  • Strong computer proficiency and advanced MS Word, Excel, and PowerPoint skills.
  • Strong analytical skills and experience interpreting a strategic vision into an operational model.
