Finance - Financial Analyst

Under the supervision of the Manager, Capital Budget utilizes technology and other associated 
software to prepare, maintain, analyze, and update financial data in support of the finance 
department and its stakeholders. 

RESPONSIBILITIES
● Forecast, research, and analyze budget histories for various departments
● Identify trends in financial performance and provide recommendation for improvements
● Develop automated reporting and forecasting tools for more efficient use of data
● Facilitate training of employees within PWSA regarding budget procedures
● Apply mathematical or statistical techniques to address practical issues
● Attend job-related trainings to expand knowledge and increase productivity
● Perform other related tasks as assigned or required
● Assist the finance department in preparing, administering, and reporting on budgets to 
both internal and external stakeholders
● Identify and recommend process improvement, create ad-hoc reports, tools, and Excel 
dashboards and data visualizations
● Recommend actions by analyzing and interpreting data; make comparative analysis, 
study proposed changes, and create standard operating procedures
● Prepare reports, summaries, and presentations on data, progress, and performance 
metrics
● Track and monitor changes to capital improvement plans, report findings, and financial 
planning issues; monitor spending to ensure it remains within budget
● Participate in the coordination of the annual budget process; review and analyze funding 
requests, budget forms, and manage annual budget documents
● Operate as department liaison by providing information to all departments on budget 
preparation and management; participate in quarterly budget meetings
● Maintain records and prepare accurate reports, correspondence, etc. utilizing financial, 
database, and spreadsheet software applications

KNOWLEDGE, SKILLS & ABILITIES
● Knowledge of the principles and practices of municipal/utility financial analysis
● Time management, organizational, and communication skills
● Strong technical and analytical skills
● Analyzing information and using logic to address work-related issues and problems
● Considerable knowledge in data analysis and statistical forecasting
● Excellent mathematical ability
● Ability to communicate effectively both orally and in writing
● Ability to manage multiple tasks and responsibilities effectively at the same time
● Thorough understanding of accounting and budgeting principles and practices, generally 
accepted accounting principles, and generally accepted auditing standards
● Knowledge of software applications used for accounting, budgeting, financial reporting, 
word processing, database management and presentation like E-builder, Microsoft 
Office Suite

EDUCATION / EXPERIENCE REQUIREMENTS
The following requirements list the minimum education/training/experience required to qualify 
for this job. An equivalent combination of education and/or experience may be accepted.
● Bachelor’s Degree in Finance, Accounting, or a related field
● Three (3) to Five (5) years of professional experience

GENERAL REQUIREMENTS
Applicant must present a current, valid Class C (Class 1) Motor Vehicle Operator’s License at 
the time of application or prior to appointment. A valid driver’s license must be maintained 
throughout employment.

Applicant must have permanent residency in Allegheny County at time of appointment and 
remain a permanent resident throughout employment with the PWSA.

SUPERVISION EXERCISED / RECEIVED
No direct reports/ Receives supervision directly from the Manager, Capital Budget. 

PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an 
employee to successfully perform the essential functions of this job. Reasonable

The physical demands consist of walking, climbing stairs, finger movements including fine 
dexterity and coordination, hearing conversation, seeing near and far, and speaking clearly. 
Frequently bending, stooping, repetitive leg and arm movements, lifting up to 25 lbs.

CONDITIONS
While performing the duties of this job, the employee is regularly exposed to a moderate or quiet 
noise level in the office work environment. 
Subject to remain on duty beyond normal hours or during emergency situations or other 
extensive periods.

MEDICAL EXAMINATION
Employment may be contingent upon the results of a post-offer (initial employment or 
promotion) physical examination performed by the Authority's examining physician.

DRUG TESTING
Employment may be contingent upon the results of a post-offer (initial employment or 
promotion) drug screening. Continued employment may be subject to drug, and alcohol testing 
conducted without advance notice and without individualized suspicion.

PRE-EMPLOYMENT BACKGROUND INVESTIGATION
Ability to successfully pass a thorough investigation consisting of a criminal history check,
verification of prior employment and performance, reference, and credentials checks, and in 
some cases credit history.
