Finance - Grants Analyst

Under the supervision of Manager, Capital Budget, the Grants Analyst is responsible for a variety of analytical tasks associated with researching, identifying, reviewing, developing, and monitoring grants for various organizational priorities and departmental programs. 

RESPONSIBILITIES
● Monitor budgets for externally funded projects and submit requests for reimbursements.
● Maintain detailed analysis of various funding opportunities, grants awards, and funds received.
● Perform work in accordance with the appropriate regulations, guidelines, and practices. 
● Perform other related tasks as assigned or required.
● Perform reconciliations and recommendations of grant activities.
● Collaborate on preparation of annual, quarterly, and monthly budget reports, plans, and projections for all grant related appropriations.
● Assist with the maintenance of the Authority’s external funding database, awards, documents and agreements that can notify appropriate staff of grant awards, requirements, and applicable grant/contract details. 
● Coordinate and lead joint projects, establishing work plans, creating timelines for the completion of work tasks, projects, and assignments.
● Establish contact and maintain relationships with relevant community organizations and external stakeholders to develop partnership opportunities for grant projects.
● Document and recommend new procedures for better accountability, controls, record-keeping and reporting. 
● Research, identify, review, and analyze potential grant and other funding sources for department projects from local, state and federal agencies, non-profit groups and other sources; disseminate information on grant opportunities to managerial staff.
● Meet with various personnel to discuss priorities and the possibility of securing grant funds to meet particular needs; facilitate searches for funding that match departmental priorities and needs, conducts follow-up review and analysis to determine if the department’s needs and the grant requirements and goals coincide.
● Assist in monitoring grant activities to assure compliance with grantor requirements, providing post-award administrative support such as requests for budget revisions and grant extensions.  

KNOWLEDGE, SKILLS & ABILITIES
● Knowledge of federal, state, and local external funding programs.
● Ability to establish and maintain complex records with automated systems.
● Strong ability to organize and prioritize work; follow established codes, policies, and guidelines.
● Strong ability to communicate effectively both orally and in writing.
● Ability to work both independently and as a member of a team 
● Proficient in Microsoft Office software including Word, Excel, and PowerPoint. 
● Ability to maintain confidentiality.
● Knowledge of federal funding requirements and acts, specifically related to American Iron and Steel, Davis-Bacon, and Build America, Buy America.
● Strong ability to conduct research and analytical activities to draw sound judgments.
Strong ability to monitor and interpret financial and grant compliance documents, ensuring compliance with all regulatory requirements.
● Ability to establish and maintain effective working relationships with employees, the general public, and with representatives of other governmental and endowment-related agencies.

EDUCATION / EXPERIENCE REQUIREMENTS
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
● Bachelor's Degree in Finance, Accounting, Business Administration, or a related field.
● Three years’ experience in Grants Management, Finance, and/or Accounting
● Experience with SAP or another Enterprise Resource Planning system or grants management database system preferred.

GENERAL REQUIREMENTS
Applicant must present a current, valid Class C (Class 1) Motor Vehicle Operator’s License at the time of application or prior to appointment.  A valid driver’s license must be maintained throughout employment.

Applicant must have permanent residency in Allegheny County at time of appointment and remain a permanent resident throughout employment with the PWSA. 

SUPERVISION EXERCISED / RECEIVED
No direct reports / Will receive supervision directly from the Manager, Capital Budget.

The physical demands consist of walking, climbing stairs, finger movements including fine dexterity and coordination, hearing conversation, seeing near and far, and speaking clearly. Frequently bending, stooping, repetitive leg and arm movements, lifting up to 25 lbs.

CONDITIONS
While performing the duties of this job, the employee is regularly exposed to a moderate or quiet noise level in the office work environment. Subject to remain on duty beyond normal hours or during emergency situations or other extensive periods.

MEDICAL EXAMINATION
Employment may be contingent upon the results of a post-offer (initial employment or promotion) physical examination performed by the Authority's examining physician.

DRUG TESTING
Employment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to drug, and alcohol testing conducted without advance notice and without individualized suspicion.

PRE-EMPLOYMENT BACKGROUND INVESTIGATION
Ability to successfully pass a thorough investigation consisting of a criminal history check, verification of prior employment and performance, reference, and credentials checks, and in some cases credit history.
