Youth Substance Abuse Counselor

Department: Behavioral Health
Full-time, Hourly

Hourly Range: $22.88 - $33.18/hr

Job Summary:
 The Youth Substance Abuse Counselor is responsible for providing or facilitating the provision of co-occurring disorder treatment to consumers who have a substance use problem. Duties include implementing services in the treatment plan for each recipient under clinical supervision, ensuring evidence based best practices are utilized and promoted for recovery.

Position Duties

  • Risk Assessment/Management/Consultation/Collaboration. Perform risk assessment/management, dynamic/diagnostic, conceptualization and consultation. Collaborate with families, guardians, colleagues, external healthcare providers and agencies, legal authorities, social/support services, educational/vocational institutions. 
  • Substance Abuse Assessment and Treatment Planning. Conducts individual substance abuse assessments at intake and routinely thereafter to consider relationship between substance use and mental health symptoms.  Assesses and tracks consumers' stages of change readiness.  Works with consumers to identify recovery goals.
  • Rehabilitation Services. Works in close collaboration with the consumer and their natural supports to engage in psychosocial rehabilitative services to develop and enhance the consumer's independent living skills which demonstrate/practice cultural competence
  • Member of Multidisciplinary Treatment Team. Collaborate with other professionals and work with clients to create, implement, review, and revise recovery plans. Communicate with team members and other professionals to provide therapeutic care, evaluate effectiveness, and discharge plan.
  • Documentation. Completes clinically sound and timely documentation of all services rendered on behalf of consumers served in the Electronic Medical Records System. Support clinic prescribers for Wraparound Milwaukee and Behavioral Health Division. 
  • Scientific Knowledge and Best Practices. Possess and remain current in knowledge of evidence-based treatments for mental health care and practice accordingly. Conduct oneself in a person-centered, recovery-oriented, and trauma-informed manner.
  • Racial Equity Partner. Actively work to create a racially equitable system of care at all levels of program functions and interactions. Move racial equity forward through equitable and inclusive use of an anti-racist, pro- equity, collaborative approach. Analyze situations with a racial equity lens.
  • Advocacy and Education. Engage in preventive measures, promote the understanding of mental health issues and co-occurring disorders through education, ameliorating stigma, advocating and supporting consumers to increase self-direction, dignity, and opportunities for growth.
  • Perform. Other duties as required to support BHD's technology needs


Minimum Education and Experience Requirements

Preferred requirements

  • Master’s Degree in Human Services, Social Work, Psychology, Occupational Therapy or Registered Nurse

Knowledge, Skills and Abilities: Knowledge of and skill in the application of ethics, theories, methods, practices, treatments and techniques of abuse counseling; oral and written communication skills; knowledge of personal computers and office equipment.  Abuse counseling services providing care to children and adolescents; knowledge of community resources in the area of health and social services and the ability to utilize them effectively; knowledge of mental disorders and diseases; skilled in interviewing patients and family members and accurately assessing their needs; ability to work as a member of a mental health and treatment team; ability to work with people of all social, economic and educational levels; ability to develop effective interpersonal relationships; ability to work effectively and harmoniously with staff, patients, families, and agencies.
