Analyst – Business Systems (Hybrid)

Department – Procurement

 

Job Summary: Perform ongoing training and support for staff in the daily use of ERP, preparation of manuals, documentation of configuration, training materials and if available customized ‘help’ notes within INFOR. The Analyst – Business Systems will play a pivotal role in optimizing and streamlining procurement processes within Milwaukee County. Responsibilities include analyzing existing procurement systems, identifying areas for improvement, and implementing solutions to enhance efficiency, transparency, and compliance. The role will involve collaboration with various stakeholders including procurement managers, IT professionals, vendors, and leadership officials to ensure alignment with organizational objectives and regulatory requirements.

 

Job Responsibilities

  • Documentation - Maintain documentation of current policies and processes of ERP and of procurement department procedures (AMOP). Work closely with stakeholders to gather and document business requirements for system enhancements or new procurement initiatives.

 

  • Training - Development of training materials for front line users of ERP and ongoing training to new and existing users on system, onboarding and preparing announcements and training for ongoing updates. Collaborate with IT teams to implement system enhancements, upgrades, or new procurement software.

 

  • System Support - Ongoing support for daily system users, field and phone work to enable staff to use system effectively. Assist in change management efforts to facilitate smooth transitions to new procurement systems or processes. Provide support and guidance to end-users during system implementations or process changes.

 

  • Vendor/Suppler Support - Provide supplier and vendor support, training and documentation on system use and access. Perform functions such as Login and Password issues, Supplier site support, Supplier needs assistance accessing sourcing event that they have been invited to participate in, supplier registration assistance and outreach (no supplier database), aid supplier updates and use.

 

  • System Analytics - Conduct thorough analysis of current procurement systems, workflows, and procedures. Identify inefficiencies, bottlenecks, and areas for improvement in the procurement process. Evaluate compliance with relevant laws, regulations, and procurement policies.

 

Required Education, License/Certification and Experience

  • Current residency within the State of Wisconsin
  • High School Diploma required.
  • At least Three (3) years of experience in business analysis/analyst, procurement, or IT roles, preferably in the public sector or government contracting environment.
  • Training use of software compliant media development tools including but not limited to: Articulate, Camtasia, Visio, Jira, Power BI, Scrum, Qualtrics, Titan, Infor and or Tableau.

License/ Certifications:

  • Relevant certifications such as Certified Business Analysis Professional (CBAP) or Certified Professional in Supply Management (CPSM) are a plus.

 

Preferred Education –

  • Bachelor’s degree in business administration, Information Systems, Supply Chain Management, or a related field is preferred.

 

Note:  This Original Examination is open to current residents of the State of Wisconsin. The selection process will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods.
