Principal Civil Engineer

Department – Facilities 

 

Job Summary:  The Principal Civil Engineer provides managerial guidance and oversight of the Civil Engineering/Site Development Section including a permanent full-time staff.  This position also performs project management duties. The Civil Engineering/Site Development Section provides civil engineering and land surveying services on Public Works projects for all County Departments, along with day-to-day engineering activities.

 

Essential Duties:

  • Leadership and General Management - Provide leadership and general management of the Civil Engineering and Site Development section and staff.  Plan, organize, prioritize and direct the work of the section.  Maintain a work environment that fosters team building, collaboration, safety and accountability.  Maintain superior customer service and function as the main point of contact and department representative to customer department(s) as assigned. 

 

  • Oversee staff project management - Project program and budget development, cost estimating, formation of design team (including consultants); direct and assist staff with project design development, development of bid documents, procurement and evaluation of competitive bids, contract award, and overall project management.  Assure efforts are coordinated across all other sections.

 

  • Oversee hiring of staff and consultants - Oversee process of hiring staff.  Select, hire, and manage consultants for engineering studies and project design for major maintenance and capital improvements regarding site development work and related utility infrastructure County wide.

 

  • Project management of major capital and maintenance projects - Plan, design, bid and manage capital and major maintenance improvement projects from concept to close-out.  Provide project management best practices - budget and schedule responsibility, stormwater management plans, various agency permit applications, conceptual engineering studies, cost estimates.

 

  • Oversee field surveying - Oversee staff that provides certified survey maps (CSM), plats of survey, site utility maps, legal property descriptions , topographic mapping and property monumentation for properties.

 

  • Coordinate planning and construction projects with outside agencies - Work with Local, State and Federal agencies to procure permits, manage grants, coordinate agency reviews, represent County at meetings and assure compliance with agency requirements.

 

  • Act as County Planning Agency - Provide review of outside agency and private construction documents, easements, and other submittals regarding impacts to County lands or facilities.

 

  • Assist County Departments with their annual & 5-year capital budget - Develop cost estimate and technical language for budget writeups and 5-year capital budget plan.  Provide technical assistance on matters related to sustainable (green) architecture and engineering practices for all Milwaukee County facilities.

 

  • Staff Professional Development - Promote, encourage and participate in diversity and holistic training initiatives which improve direct job skills as well as human interaction skills in the workplace; emphasize the value of employees to the department and ensure100% participation for employees in funded training opportunities. Provide planned, frequent feedback and performance management of staff.

Minimum Qualifications:

  • Must be a current resident of Wisconsin.
  • Valid WI Driver’s License during application and maintained throughout employment.
  • Bachelor’s degree in engineering
  • At least Five (5) years of experience in Project management and Civil Engineering related work.
  • At least One (1) year or more supervisory experience in technical/professional management

 

License:

  • Professional Engineer License in the State of Wisconsin required at the time of application or obtain within 6 months of hire.
