Contracts Manager
Department: General Mitchell International Airport
Full-time, Salary
Salary Range: $69,139.20 - $101,192.00/yr

 

Job Summary: Under the direction of the Director of Finance and Administration, the Contracts Manager position will oversee all aspects of procurement and contract development and management within the Airport. This includes the development of competitive procurement strategy and ensuring regulatory compliance with federal, state, and Milwaukee County rules and regulations.  As the Airport is a division within the Milwaukee County Department of Transportation, this position will function as the Airport’s primary liaison to the central County departments under whom the Airport’s procurement and contracting authority ultimately rests, including principally the Department of Administrative Services – Procurement Division and the Office of Corporation Counsel.  This position will also work on an ongoing basis with other key County departments that intersect with the Airport’s procurement and contracting processes.

 


Essential Duties and Responsibilities

  • Contract and Procurement Development.  Oversee all aspects of Airport procurement working with the various business units internal to the Airport to develop enterprise procurement strategies, contract strategies, regulatory strategies, and resource planning. Oversee reporting requirements to multiple internal and external agencies.
  • Facilitation of Competitive Contracting and Procurement. Coordinate and administer competitive procurement process with applicable Airport staff as needed.
  • Contracting and Procurement Liaison. Act as the Airport’s liaison to County departments that have ultimate authority in County procurement and contracts including the Department of Administrative Services – Procurement Division and the Office of Corporation Counsel.  This position will also intersect with other key County departments involved in the Airport’s procurement and contracting process such as the Office of the Comptroller, Department of Administrative Services – Risk Management Division, and the Office of Community Business Development Partners.
  • Compliance - Ensure compliance with applicable federal, state, and local laws.  Lead the development of frameworks and practices for both federalized and non-federalized procurements and contracts.
  • Contracts Database and Renewal Cycle Management.  Develop, update, and maintain an Airport-wide contracts database that will be used to prompt Airport business units on contract renewals and new contracts cycles.
  • Contract and Procurement Analytics and Continuous Improvement.  Conduct management studies and make recommendations on contract activities to develop and implement procedural changes, new methods, or automated systems.  Make recommendations related to contractor performance.
  • Other duties as assigned.

 

Minimum Education & Years of Experience Required

Preferred Areas:

  • Masters or other advanced degree

Collaboration skills, in an environment where no direct authority exists between participants; authoring skills, including the ability to develop procedural manuals, training curriculum and regulations; training skills, including the ability to prepare and execute training related to acquisitions and contracting; maintain sensitive or confidential information; maintain a continuing working relationship which can have a significant effect on the success of the organization; significant responsibility for decisions and final results, affecting more than one area/department; primary work responsibility involves the long-range future including the scope, direction and goals of the organization; knowledge of all related computer and Microsoft Office software applications, such as Outlook, Word and Excel.
