IT Business Relationship Manager


Salary Range: $88,088.00 - $114,483.20

Job Summary: The IT Business Relationship Manager (BRM) manages the relationship between IMSD and client departments and serves as a trusted advisor. The IT BRM is responsible for increasing the realized value from IT assets, investments, and capabilities. They achieve this through understanding the client departments' processes, developing IT strategies, assisting in the prioritization of projects, and ensuring projects align with strategies. The IT BRM leads Senior Business Analysts and Business Analysts in the gathering of information, documentation of processes, documentation of user requirements and functional specifications, identification of potential process and technology solutions / improvements, and presentation of results. The ideal candidate can develop highly innovative IT strategies, aligned to client and County strategies and has the ability to present IT strategies in a coherent manner to executive leadership.

Essential Responsibilities:

  • Client Portfolio and Relationship Management - Manage the development and maintenance of client department technology strategies with Business Solutions staff, IMSD management, and client department executive leadership. Stay up to date on the latest process and IT advancements to automate and modernize systems. Conduct executive meetings and presentations to share ideas and findings with client departments.
  • IMSD Coordination - Manage the coordination with IMSD executive and management personnel to ensure IMSD standards for requirements, scope, budget, timelines, resource constraints, problem statements, and status updates are coordinated and completed in a timely manner.
  • Organizational Change Management - Manage organizational change management activities (e.g., user acceptance testing, user training, etc.) with HR Learning and Development and IMSD personnel. Ensure project solutions are implemented effectively
  • Staff Development and Leadership - Manage, mentor, and retain Business Solutions staff to promote high performance and results. Establish and maintain a culture of professional client department service.

Minimum Requirements:

  • Current resident of the State of Wisconsin.
  • A valid state of Wisconsin driver’s license at time of hire and maintained throughout employment.
  • Bachelor’s Degree in Information Technology or Business Administration.
  • Five (5) or more years of experience in Value Stream Mapping, or Process analysis, requirements gathering, documentation, project management.
  • Experience managing teams is preferred.


  • Business Analyst Certification from IIBA (Optional)
  • Lean Tool Certifications (Optional)

Knowledge, Skills and Abilities:

  • Advanced knowledge of Business Analysts techniques such as requirements gathering, process improvement, and value stream mapping.
    • Intermediate - Microsoft Office Suite (Word, Excel, PowerPoint, Visio, Teams)
    • Three (3) or Five (5) years of Supervisory experience – Team handling
    • Process enhancements, auditor experience.
