Senior Accountant

Behavioral Health Services

Hourly Range:  $27.65 - $41.47

 

Job Summary:  Under the direction of the Accounting Manager, this position provides fiscal support to the Department of Health and Human Services (DHHS). The major responsibilities are revenue recognition, expense accruals, and month end reporting. This position will complete Federal and State grant reporting, spending, monitoring, budgeting, and annual Single Audits. The Senior Accountant ensures all revenues and expenditures are properly collected, recorded, and monitored so overspending does not occur and are also captured and reported accurately.

 

Job Duties:

  • DHHS Grant Application and Oversight. Prepare and finalize grant proposal budgets. Develop a sophisticated understanding of eligible expenses, requirements, and cost match criteria for each grant award. Work with program staff to ensure they comply with the financial aspects of grant requirements.
  • Grant Reporting & Analysis. Perform monthly analysis of actual expenditure to budget. Compile reports and provide explanations for budget variances. Amend budgets and implement corrective actions. Complete required quarterly and annual reporting. Maintain detail support of grant claims.
  • Month/Year End Fiscal Close. On a monthly basis support month end and year end close activities to include revenue recognition, expense accruals, adhering to capitalization policy and recording depreciation, allocating expenses, and recording to appropriate organizations and completing other reconciliations.
  • Year End Audit Support & Coordination. Function as lead on fiscal related audits at DHHS. Audits include: Single Audits, Fiscal Year End, Annual Audits, Grant Audits as well as State and Federal Audits. Respond to all requests timely, accurately, as well as independently compile documentation and analysis.
  • Financial Reporting. On a monthly basis provide management with various reports analyzing actual results to budget and prior month(s) experience. Research deviations and provide management with explanations for variances.
  • Accounts Payable. Provide back-up support for vendor payment/receipt functions. Complete check requests and monitor vendor encumbrances to ensure contract overpayments do not exist. Prepare agency invoices for services provided by Behavioral Health Services and properly record related revenue and receivables.
  • All other duties as assigned.

 

Minimum Qualifications:

  • Current resident of the State of Wisconsin
  • Bachelor’s degree or higher in accounting from an accredited college or university is required.
  • At least one (1) year of recent experience working in an Accounting and Auditing role is required.

 

Knowledge, Skills & Abilities:  This position requires higher-level accounting work along with analytical and critical thinking skills; the ability to work independently on assignments; knowledge of a general ledger system; good math skills, skilled in the use of computers, Fax machines, printers, copiers scanners and calculators; ability to explain, gather information, answer queries, and excellent communication skills to both internal and/or external contacts. Additional skills in basic data entry with a high rate of speed and accuracy; ability to understand and follow both written and oral directions; ability to work effectively and harmoniously with peers and others involving explanation of information which may include sensitive or confidential information.
