Summary

 

This position reports to the Director, Government Compliance, and assists the Director with the management of the Government Compliance function across the FMD portfolio of companies.  The Manager will provide Government compliance expertise related to Federal Acquisition (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and Cost Accounting Standards (CAS). Principle Duties and Responsibilities

  • Manage, and coordinate all DCAA audit support and work with external consultants and the outside public accounting firm as needed.
  • Coordinates government audits, audit reviews, financial surveys, and government oversight reviews ensuring complete and timely responses while adhering to required audit deadlines.
  • Responsible for overall implementation, coordination, and resolution of complex DCAA/DCMA non-compliances and disputes concerning the FAR, DFARS, and CAS.
  • Responsible for the development, documentation, and administration of company policies and operating methods to satisfy the regulatory need and provide guidance and training to staff in the interpretation and understanding of government accounting and contracting requirements.
  • Assist the Small Business Liaison Officer with the development of small business subcontracting plans, and the submission of required reports.
  • Lead and/or manage compliance requirements in government portals such as SAM, PIEE, SPRS, eSRS, JCP, and WAWF.   
  • Assist the Director with post-acquisition business unit  integration activities.
  • Provide meaningful advice/guidance to internal FMD personnel to satisfy regulatory needs in a practical and efficient manner.
  • Develop effective professional relationships with the DCAA, DCMA, and internal customers. 
  • Ensure FMD’s indirect government rate structure is compliant with the FAR cost principles and CAS. Review and verify indirect rate calculations, and home office allocations. Works with the Controller to ensure processes, procedures, ledger accounts and cost pools are properly established to accurately apply allowable costs, and segregate unallowable costs.
  • Performs reviews of general ledger account activity on an ongoing basis to ensure costs are properly coded in accordance with government accounting requirements. Includes identification of allowable and unallowable direct and indirect costs.
  • Assist Controller with the preparation and submittal of  annual Incurred Cost Proposals to the Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA) timely, accurately, and in the DCAA prescribed format.
  • Assist the Director with the development and maintenance of the Disclosure Statement
  • Continuously monitor compliance with the company’s existing internal controls and seek ways to enhance those controls.
  • Provide guidance and training regarding Controlled Unclassified Information (CUI).
  • Stays current with proposed and enacted government accounting regulations including FAR, DFARS and CAS. Assesses impact to FM and works with management to implement new/modified regulations timely. Provides oversight to ensure ongoing compliance.
  • Development and maintenance of the Contract Management System (CMS).  This is a shared responsibility with Legal.
  • Other duties and special projects, as assigned.

 

Qualifications and Educational Requirements

  • Must have at least a bachelor’s degree and a minimum of 10 years relevant federal government contracting experience dealing with FAR, DFARS and CAS.
  • Experience working with the DCAA and DCMA.
  • Strong leadership and mentoring skills
  • Experience in developing and training employees in government contracting matters.
  • Experience in developing forward pricing rates and budgets.
  • Must have knowledge of regulatory requirements including GAAP, FASB, etc.
  • Experience with the Export Administration Regulations (EAR), and the International Traffic in Arms (ITAR) regulations is desired.
  • This position requires access or potential access to Unclassified Naval Nuclear Propulsion Information, which is Not Releasable to Foreign Nationals (NOFORN) data. Therefore, to meet NOFORN requirement, you will have to provide proof of US Citizenship and attest that you do not have dual citizenship. Acceptable proof of US Citizenship is a US Passport, US Birth Certificate or Naturalization Certificate.
