BASIC PURPOSE:

The primary responsibility of the Field Payroll Manager is to ensure that Field Staff (Health Care Workers) time records are processed timely and accurately, to ensure that they are paid correctly.  This position also manages all activities in the billing function to ensure timely and accurate billing to clients, reconciliation of payments and collections as needed.    Maintain all HCW payroll and billing records.  Manage and develop payroll and billing staff.  Establish processes that are in line with organizational and operational goals to maximize efficiency in collection of payroll data, entering of payroll data into automated system, and oversee production and distribution of payroll checks and direct deposit vouchers.  Provide customer service direction for all payroll and billing staff.  Runs and reviews payroll and billing reports to comply with company policies, as well as Federal, State, and Local taxing authorities.

 

WORK CONDITIONS:

  • 10% travel - May need to travel to Lake Forest, CA corporate office for meetings, trainings, etc. as necessary.
  • Must possess comfort in learning, training, and engaging with others virtually through Microsoft Teams and Zoom

 ESSENTIAL FUNCTIONS:    

·       Oversee the processing of weekly payrolls within determined deadlines

·       Serve as the lead for all employee payroll related questions

·       Ensure all weekly time records have no exceptions and are approved by the management

·       Prepare payroll and billing reports for annual financial audit

·       Manage and maintain integrity of the data within payroll system

·       Develop and maintain policies and procedures for the efficient collection, entry, and calculation of payroll and billing data.

·       Develop and maintain policies and procedures to record any changes to HCP’s payroll records.  These include W-4 changes, name, status, address, etc….

·       Manage the payroll and billing processing procedure to meet all deadlines and ensure complete and accurate payment of employees weekly.

·       Develop and maintain policies and procedures to comply with Federal, State, and Local taxing authorities.

·       Training and Education of the Payroll and Billing staff on all related issues.

·       Manage payroll and billing staff

·       Maintain the highest level of customer service for all internal staff and all HCW.

·       Develop and maintain business relationships and effective communication between all other facets of Accounting Department (Accounting, Benefits, and A/R) , Human Resources Department, Legal and Contract Compliance groups

·       Develop and maintain business relationships and effective communication with the other Payroll groups and vendors.

·       Reconciliation of payments received and applied against open invoices to confirm accurate aging of billing

·       Collections assistance as needed.

·       Other related duties as assigned.

 

REPORTING RELATIONSHIPS: 

·       Has direct reports
 

QUALIFICATIONS:

·       3+ years office administration, operations management, or business management experience

·       3+ years’ experience with a large multi-state payroll with working knowledge of all applicable Payroll Guidelines and Federal, State, and Local Taxing requirements.

·       Accounting experience preferred.

·       Proficient in Payroll Software.

·       Strong commitment to Customer Service.

·       Effective Communication and interpersonal skills.

·       Detail-oriented with strong organizational skills

·       Working knowledge of automated payroll systems and expertise in computerized spreadsheet and database software to process and analyze payroll information.

·       Working knowledge of word-processing software applications to effectively communicate to staff.


Education:

·       High School or equivalent required

·       Bachelor’s degree in Business Administration or related field preferred

·       or any equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
