Assistant Director of Public Works
Under general administrative direction of the Director of Public Works, provides leadership and direction for all areas within Public Works.This integral administrative management position is challenged with continually improving the primary function and service of the Public Works Department including planning, budgeting, and oversight of employees.Responsible for assisting with the short- and long-term construction, operation, and maintenance of the City’s infrastructure assets and facilities.The Public Works divisions include Administration; Engineering Services; Stormwater Services; Signs, Signals and Lighting; Street Services; and Solid Waste Services.
This position exercises direct supervision over the management, professional, and clerical staff.
IMPORTANT AND ESSENTIAL DUTIES
Support the Director and Division Managers in the preparation, administration, and monitoring of annual budgetsfor all operating divisions.Develop the annual Public Works budget with assistance from the various division managers and collectively monitor the progress of the budget throughout each fiscal year.
Assist in the coordination of the Department’s administrative programs including public information, strategic planning, customer service policies and procedures, State and Federal regulatory compliance programs, Capital Improvement management, and the Department’s monthly and annual reporting procedures.
Assist the Director with hiring, training, and performance evaluations.
Respond to grievances, disciplinary appeals and other personnel actions to ensure productivity and quality standards are maintained.
Oversee safety programs for the Department.
Communicate with other Divisions, City departments, State and Federal regulatory agencies, developers, engineers, architects, customers, and citizens to resolve issues and concerns.
Continually demonstrate leadership qualities and cultivate leadership qualities in divisional staff members.
Conference with and advise division managers on plans, projects, and priorities.
Direct and assist with identifying and implementing efficiency initiatives.
Monitor the progress of various assignments associated with the various division managers and counsel/coach each according to their delivery performance.
Develop plans, establish initiatives, document progress, complete projects, and provide support as may be defined by the City Council or City Administration as necessary to address self-determined issues.
In conjunction with input of the various division managers, develop capital improvement needs in support of long-range planning of City capital improvement plans or initiatives.
Lead and monitor the delivery of Public Works Infrastructure Capital Improvement Programs.
Continuously update the defined stakeholders for all projects, update service delivery types, and work to serve their needs as well as protect their interests.
Hire, assign, supervise, and evaluate division managers and administration staff.Assist with hiring and evaluation of other City personnel.
Serve as liaison to other City departments and outside organizations, including Dyess Air Force Base.Respond to information requests, general citizen inquiries, and ensure excellent customer service.
Represent the Department before City Council and other agencies and groups as required and appropriate.
Safely operate a City vehicle periodically to support City activities to include, but not limited to, transporting personnel to/from locations outside of City Hall, delivering or picking up materials for day-to-day operations, and attending off-site meetings.

Oversee City of Abilene projects as assigned and take the lead on meetings regarding renovation of existing facilities and construction of new facilities.
Supervise contract performance and monitor allocated funds.
Assimilate information to arrive at logical conclusions and to make responsible recommendations.
Communicate clearly and effectively with a wide variety of people, including media, both orally and in writing, in a clear and professional manner.
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:
Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.Knowledge, skills, and abilities may be obtained through:
Six (6) years of progressively responsible experience in management and administration in Public Works or equivalent relevant experience is required.
A Bachelor’s degree from an accredited college or university with major course work in public or business administration, or a related field is required.
License or Certificate:
A valid Texas driver’s license; the ability to obtain one within ninety (90) days of employment, or a military waiver is required.
A licensed professional engineer (P.E.) by the State of Texas Board of Professional Engineers or the ability to obtain the license within six (6) months of employment is preferred.
Essential duties require the following physical skills and work environment:
Ability to work in a standard office environment; may involve occasional field work.
