GENERAL DESCRIPTION
 
Under immediate or general direction of the Director; to champion, plan, collect, validate, organize, manage, monitor, and present all data that is related to the types, sizes, conditions and locations of water distribution and wastewater collection infrastructure assets within the City. This will involve close coordination with internal departmental Division Managers, City Information Technology (IT) Department representatives, other City department representatives, and external agencies. The position has significant responsibility for ensuring timely and accurate updates to any changes to this infrastructure are published in GIS.
 
SUPERVISION EXERCISED
 
This position exercises no supervision.
 
IMPORTANT AND ESSENTIAL DUTIES

Prioritize, plan, schedule and coordinate the City utility’s day-to-day efforts to collect data on the types, sizes, conditions and locations of water distribution and wastewater collection infrastructure assets within the City.
 
Safely operate a motor vehicle to travel to various locations to confirm the accuracy of water and wastewater infrastructure data in the City’s Geographic Information Systems (GIS) database, and coordinate efforts to correct any inaccuracies.
 
Represent the Water Department on issues related to the City’s GIS.
 
Provide utility infrastructure information to aid the Utility Engineer, and City franchised engineering firms, in preparing technical plans and drawings.
 
Catalog, archive, store and maintain access to utility infrastructure drawings that are hosted on non-electronic media in accordance with state and federal requirements.
 

Attend meetings, review, and provide comment on plats, site plans, and internal and external construction project plans that could impact water utilities infrastructure.

KNOWLEDGE, SKILLS, AND ABILITIES
 
Knowledge of:

Basic science, engineering and mathematics principles applicable to water utilities
 
Most common types of water and wastewater infrastructure assets and their functions
 
General principles of cartography and how the Global Positioning System (GPS) works
 
One or more commercial computer-aided design and drafting software applications, such as AutoCAD
 
One or more geographic information system (GIS) software applications, such as ArcGIS
 
One or more relational database software applications.
 
State and Federal guidelines applicable to water and wastewater utility infrastructure
 
Skill to:

Understand, analyze and manage water utility data hosted in the City’s GIS system
 
Identify and correct issues affecting the accuracy of water utility data in the City’s GIS
 
Assess and report the current state and precise locations of the City’s water and wastewater infrastructure assets clearly, concisely and graphically
 
Ability to:
 
Communicate effectively, both orally and in writing, to utility experts and non-experts
                       
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:
 
Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:

Experience:
           
Four (4) years of experience using a commercial computer-aided design and drafting software program, such as AutoCAD, is desired.
 
Four (4) years of experience using software that processes data in a geographic information system, such as ArcGIS, is desired.
 
Four (4) years of experience, or successful completion of training using a relational database software application is required.
 
Education/Training:
           
A high school diploma or GED is required.
 
Successful completion of training using a relational database software application is desired.
 
License or Certificate:
           
A valid current Texas driver’s license; the ability to obtain one within ninety (90) days of employment, or a military waiver is required.
           
A current or expired Water Operator D - Distribution license or Wastewater Collection I License is desired.
           
Special Requirements:
 
Essential duties require the following physical skills and work environment:
 
Ability to sit, stand, walk, kneel, crouch, stoop, squat, and climb.
 

Must be able to travel to different work sites
