Customer Service Representative II/III - Public Health
Under general supervision performs a variety of clerical, secretarial, administrative, and bookkeeping duties in support of accounts receivable and third-party billing; to process complex and technical documents; to maintain complex and detailed records; to maintain office administrative records; to follow appropriate medical coding procedures; to follow billing guidelines for Medicaid, Medicare, and Managed Care Organizations; to follow Lawson invoicing guidelines.
This position exercises no supervision.
IMPORTANT AND ESSENTIAL DUTIES
Prepares and submits medical claims to third party payers such as Medicaid, Medicare, Managed Care Organizations, Commercial Client insurance, and assists with recordkeeping services relating to state funded programs.
Prepares forms necessary to verify services invoiced by providers and initiates the payment process for those invoices
Prepares forms necessary to request funds from other City departments using the inter-fund transfer process.
Prepares and generates invoices using the LAWSON accounting system.
Reconciles and combines cash reports from various programs into one report for daily submission to Accounting.
Coordinates office support functions.
Maintains detailed and complex records and filing systems.
Handles conference room requests.
Assists administration in alleviating work load whenever possible.
Serves as back up to front desk when needed. Provides support to dental clinic, when appropriate. This may include: answering and directing phone calls, scheduling, coordinating dental benefits, and billing as needed.
Processes, retrieves, and distributes mail.

KNOWLEDGE, SKILLS AND ABILITIES
Third-Party Payer billing.
Current Procedural Terminology (CPT) and ICD-10 code sets.
Public Health District functions, processes, and requirements.
Operate office equipment including a computer, copier, fax machine, multi-line telephone, typewriter, label maker, and scanner.
Research and resolve billing issues using various online resources.
Maintain the confidentiality of client information.
Maintain data entry accuracy for records documentation.
Make quick decisions, independent of assigned responsibilities.
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:
Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.Knowledge, skills, and abilities may be obtained through:
A minimum of three (3) years of general clerical, bookkeeping, and/or customer service experience is required.
Graduation from high school or a GED is required.
Previous medical billing experience and a coding certificate are preferred
License or Certificate:
A valid current Texas driver’s license, the ability to obtain one within ninety (90) days, or a military waiver is required.
Essential duties require the following physical skills and work environment:
Ability to sit, stand, walk, kneel, crouch, stoop/squat, twist, and climb onto a step-stool.
With or without accommodation, ability to lift up to 25 pounds.
Ability to work in non-standard office environment such as in a mobile office or temporary location.
Potential exposure to chemicals, mechanical hazards, blood borne pathogens, communicable diseases, and constant noise.
Work may be completed outside of traditional business hours as this position is subject to emergency call back and response.
Work may include exposure to cold, heat, noise, outdoors, vibration, chemical and biological hazards.
Ability to travel to multiple sites.
