GENERAL DESCRIPTION

 

Under immediate supervision, to perform skilled work in the construction and maintenance of street and alley systems to include, earth work preparation in the right-of-way, construction of rigid (portland concrete), flexible (asphaltic) base, and gravel surfaces as well as the operation and preventive maintenance care of heavy construction, maintenance equipment, and machinery.

 

SUPERVISION EXERCISED

 

The Street Maintenance Technicians (SMT) Trainee, I, II, and III exercise no supervision. The SMT IV may exercise technical and functional supervision over lower level staff.

 

IMPORTANT AND ESSENTIAL DUTIES

 

Street Maintenance Technician Trainee, I, II, III, IV

 

Operate dump trucks that have the capacity to haul up to 18 tons of materials.

 

Perform minor maintenance and servicing on equipment operated.

 

Perform manual work as required.

 

May operate mechanical sweeper.

 

Operate various compaction rollers up to 10 tons.

 

Pull various utility trailers with pickup and dump trucks.

 

Street Maintenance Technician II, III, IV

 

Operate 2,000 gallon water trucks, including earth moving equipment.

 

Operate vibratory steel wheel and pneumatic rollers for compaction of natural soils or chemically prepared soils in the sub-grade or base.

 

Operate mechanical sweeper.

 

Operate skid steer loader.

 

May operate rubber tire loader and stabilizer/recycler.

 

Street Maintenance Technician III, IV

 

Operate a self-propelled loader in excess of three yard capacity.

 

Operate a 2,000 gallon liquid asphalt distributor.

 

Operate a backhoe of less than 14 feet extension.

 

Operate black-top paving machine to specified depth.

 

Perform minor servicing to assigned equipment; report mechanical or other problems.

 

Compact hot mix asphalt with steel wheel or pneumatic roller during the finishing phase.

 

Stockpile base in confined spaces for use in construction projects.

 

Operate Bomag reclaimer.

 

Street Maintenance Technician IV

 

Operate a motor grader with blade, scarifier, and other attachments in the maintenance and repair of gravel streets, alleys, and roads; blade streets, alleys, roads, shoulders, and flood control areas to obtain proper grade, crown, and slope.

 

Process base for asphalt and rigid paving in confined areas.

 

As required, operate a 10-ton truck tractor to haul heavy equipment to various sites.

 

Set metal and wooden forms, place reinforcing steel and various preparation work for the placement of concrete.

 

Level concrete to a specified depth and workable consistency with the use of a wooden, aluminum, or powered screed.

 

Remove rough or defective spots from concrete and/or flexible surfaces

 

OTHER JOB RELATED DUTIES

 

Patch potholes with use of roller and utility trailers.

 

Place traffic control devices as directed on construction projects.

 

Perform other job related duties and responsibilities as assigned.

 

KNOWLEDGE, SKILLS, AND ABILITIES

 

Street Maintenance Technician Trainee, I

 

Knowledge of:

 

Operation of large construction trucks and smaller construction equipment such as drills, jack hammers, and concrete saws.

 

Operating characteristics and servicing of one or more types of medium automotive and related equipment.

 

Work hazards and applicable safety precautions associated with assigned equipment and operations.

 

Applicable traffic laws, ordinances, and regulations involved in the operation of assigned equipment.

 

Safe driving principles and practices.

 

Skill to:

 

Operate and care for a variety of tools, machinery, and equipment used in the area of work assigned.

 

           Safely operate a motor vehicle and other equipment.

 

Ability to:

 

Place traffic control devices as directed.

 

Locate, understand, and find information in Materials Safety Data Sheets

 

Perform minor equipment maintenance and repairs.

 

Understand and follow oral written instructions and communicate clearly and concisely, both orally and in writing.

 

           Make minor operating adjustments and recognize operating deficiencies in assigned equipment.

           

           Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Street Maintenance Technician II

Texas Manual on Uniform Traffic Control Devices (TMUTCD).

 

           Skill to:

 

Operate and care for a variety of tools, machinery, and equipment used in the area of work assigned.

 

           Safely operate a motor vehicle and other equipment.

 

Ability to:

 

Place traffic control devices as directed.

 

Locate, understand, and find information in Materials Safety Data Sheets

 

Perform minor equipment maintenance and repairs.

 

Understand and follow oral written instructions and communicate clearly and concisely, both orally and in writing.

 

           Make minor operating adjustments and recognize operating deficiencies in assigned equipment.

           

           Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Street Maintenance Technician III

 

Knowledge of:

           

On-Call and emergency policies and procedures.

 

Operating characteristics of heavy equipment in maintenance and construction projects.

 

Heavy construction techniques.

 

Flexible and rigid pavements.

 

Skill to:

           

Operate a variety of heavy equipment including 2,000 gallon asphalt distributor, rubber tired loader, hot mix lay down machine, backhoe loader, and chip spreader.

 

Operate and use a variety of tools and equipment required for concrete work including cement mixer, power trowels, plate compactor, concrete saw, air compressor, jackhammer, flatbed dump truck, and assorted hand tools (trowels, edgers, and floats).

 

           Ability to:

 

Rough grade using heavy equipment.

 

Perform maintenance and construction work to a high standard of engineering accuracy.

 

Finish rigid pavements.

 

Respond to On-Call/Emergency duties.

 

Properly place traffic control devices as directed by the crew leader and/or supervisor.

 

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Street Maintenance Technician IV

 

Knowledge of:

 

Methods, techniques, tools, equipment, and materials used in constructing concrete forms, preparing and installing reinforcing steel, and performing concrete finishing work.

 

Methods, techniques, tools, equipment, and materials used in placement and compaction of various types of hot mix asphalt.

 

Skill to:

           

Operate a variety of heavy equipment including motor grader, tractor crawler loader, and truck tractor/equipment and tanker trailer.

 

Finish rigid pavement and lay hot mix asphalt to final engineered grades.

 

Ability to:

           

Perform the final grade with heavy equipment.

 

Place, level, and finish hot mix asphalt to a specified engineer’s grade.

 

Perform skilled concrete finishing work with accuracy and speed.

 

Operate tracked loaders and various equipment to demolish buildings. 

 

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:

 

For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Experience:

           

Street Maintenance Technician Trainee, I

           

This is an entry-level position. 

 

           Previous light/medium construction equipment experience is preferred.

 

           Street Maintenance Technician II

 

Experience with the basic understanding of both rigid and flexible pavements is required.

 

Experience in the operation and servicing of heavy and large construction equipment is required.

 

Street Maintenance Technician III

 

Distinguishing Characteristics: Demonstrate and show competence in the Street Maintenance Technician Series. This is a skilled position and requires the ability to meet rough grades in base preparation with heavy equipment and a moderate understanding of rigid and flexible pavements.

 

Street Maintenance Technician IV

 

Distinguishing Characteristics: Must demonstrate the ability to show competence in the Street Maintenance Technician Series and includes principles of laying rigid and flexible pavements. This is a highly skilled position and work requires the ability to meet finished, engineered grades in base preparation; ability to set concrete forms to engineered specifications; place reinforcing steel; lay hot mix asphalt with asphalt rake/loot or laydown machine.

 

Education/Training:

 

          Street Maintenance Technician Trainee, I, II, III, IV

 

A high school diploma, high school transcript or GED certificate (college transcripts will not be accepted) are required and must be presented at time of hire for all applicants who do not have a valid CDL License.

 

          Street Maintenance Technician II

 

Six (6) months of work in the Street Division and/or formal training in the operation of heavy equipment from an accredited school or training program is required. Two (2) years of work experience is preferred.

 

Street Maintenance Technician III

 

Four (4) years of work in the operation of heavy equipment and/or Street Maintenance Technician II positions is preferred.

 

Street Maintenance Technician IV

 

Three (3) years of experience equivalent to a Street Maintenance Technician III or three (3) years of previous experience in the construction and maintenance of rigid and flexible pavement is required, but four (4) years is preferred. 

                       

           License or Certificate:

 

Street Maintenance Technician Trainee

 

A Class A Commercial Driver’s License (CDL) permit within ninety (90) days of employment is required.

 

A Class A CDL, which includes the Air Brake endorsement within ninety (90) days of employment is required.

 

Work Zone Traffic Control certification within twelve (12) months of employment is required.

 

Street Maintenance Technician I

 

A valid Class A CDL, which includes the Air Brake endorsement is required.

 

Street Maintenance Technician II

 

A valid Class A CDL with a Water Tanker endorsement is required.

 

Street Maintenance Technician III, IV

 

A valid Class A CDL with a Hazardous Cargo Endorsement is preferred.

 

Special Requirements:

 

Exposure to noise, extreme heat and cold of outdoors, vibration, chemicals, and mechanical hazards.

           

            Ability to travel to different sites.
