Position Summary: The rail logistics leader will oversee the operational management of two rail crews operating two diesel locomotives, providing continuous service to the plant seven days a week. Additionally, you will manage relationships with two separate vendors: one responsible for outbound railcar inspections and tank car repairs, and the other specializing in hopper car repairs. Furthermore, you will be tasked with administering a monthly preventive maintenance budget allocated for track repairs. Key duties include compliance with safety regulations, serving as the Dangerous Goods Compliance contact, managing payroll and budgets, maintaining inventory accuracy, and fostering vendor and regulatory relationships. You will be responsible for inbound/outbound rail shipments, railcar maintenance, and railcar inventory management for the Hopewell site. The role will have an overall responsibility for developing and mentoring operators as well as building positive working relationships within the site and functional organizations.

 

 

 

Duties and Responsibilities:

 

  • To be accountable for the inbound/outbound rail shipments/ railcar inventory of the Hopewell site
  • Lead and manage two 4-man rail crews to ensure safe and efficient rail logistics operations.
  • Ensure compliance with safety regulations and company policies, including conducting investigations into safety incidents, FRA violations, and derailments.
  • Serve as the site Dangerous Goods Compliance point of contact, ensuring compliance with hazardous materials regulations.
  • Act as the liaison between the plant and regulatory agencies such as the TSA, FRA, and other government inspectors.
  • Manage daily payroll for rail crews and vendors, including overseeing overtime and budget management.
  • Oversee the maintenance and repair of rail track, managing the monthly preventive maintenance budget.
  • Maintain accurate inventory counts and locations of railcars within the plant's railcar yard.
  • Manage relationships with railroads servicing the plant daily, including handling communications and resolving any issues.
  • Coordinate with vendors for on-site railcar repairs and ensure compliance with outbound inspection requirements.
  • Investigate customer complaints related to rail logistics and implement corrective actions as necessary.
  • Order and manage supplies as needed to support rail logistics operations.
  • Ensure compliance to record retention policies.
  • Utilize CSX, NS and Bourque to manage rail inventory on site.
  • Resolve railcar movements when a railroad misroutes a railcar.
  • Manage railcar loading schedule to meet customer demand and inventory allocation.
  • Maintain DOT Certification.  Process OTMA movements for railcars.
  • Ability to learn DOT hazardous shipping requirements to ship hazardous sample shipments by ground, air, or vessel.
  • Ensure proper maintenance of rail fleet and locomotives (including FRA inspections)
  • Work with outside parties to schedule inspections and to oversight railcar repairs.
  • Manage spend associated with railcar inspection, maintenance, and lease costs within SAP.
  • Manage packaging supplies inventory and spend within SAP.
  • Work with internal stakeholders to balance month end inventory between physical count and SAP.
  • Develop and mentor direct reports, ensure training compliance of hourly staff (regulatory and developmental)
  • Drive productivity across key processes. Drive daily/weekly logistics goals/KPIs compliance Responsible for investigating and resolving customer complaints within areas of responsibility Accountable for DOT compliance in respective Areas.
  • Other duties as required

 

Required Qualifications:

  • High school diploma or GED Proven people-leader with a focus on shop floor engagement and collaboration

Desired Qualifications:

  • Proven safety champion 5 years of logistics experience in an industrial manufacturing environment
  • 3 years of experience working in a unionized facility
  • Bachelor’s degree in a discipline such as Logistics or Supply Chain Management Proficient
  • Experience level with Microsoft Excel, PowerPoint, Word, and PowerBI
  • Six Sigma Green or Black belt certification Lean manufacturing experience
  • Strong written and verbal communication skills
  • Experienced with Bourque systems, Railtrac, YardMasters, Weighmaster, or equivalent railcar inventory and weight management systems
