Lead Environmental Engineer - Water Resources

Position Summary: The Lead Environmental Water Resources Engineer is responsible for managing the regulatory compliance strategy and maintaining the water discharge permits for the Hopewell facility. Additionally, the Lead Environmental Water Resources Engineer will review upcoming regulatory requirements and adjust the water permitting strategy to ensure any additional regulatory requirements are addressed in an effective manner. The Lead Environmental Water Resources Engineer will work with facility engineering staff, managers, and outside consultants to develop water permit applications for submittal to regulatory agencies. The Lead Environmental Water Resources Engineer will work within the capital project process to develop and implement projects in support of the water compliance strategy. This role reports to the Environmental Leader.

Duties and Responsibilities:

•Work with facility engineers, managers, and outside consultants to maintain water permits (including stormwater, wastewater and pretreatment). This includes process changes and routine applications for submittal to regulatory agencies

•Collaborate with the regulatory agencies to finalize water permit issuance

•Maintain the facility water program long term water strategy, regulatory plans, including spill, discharge control, stormwater, and emergency response plans

•Drive sustainability and local water stewardship in alignment with sustainability goals and long-term water compliance strategies.

•Analyze regulatory and discharge trends and identify projects to drive improvements

•Responsible/Manage on-site (internal) audit program of functional compliance with Env Procedures

•Work with project engineers to develop and implement water discharge control projects in support of the water compliance strategy

•Interact with regulators to resolve compliance issues; establish permit requirements and assists in regulatory audits

•Participate in the environmental call duty rotation

•Responsible/Manage compliance with NPDES and local POTW permits.

•Responsible for communication and negotiation with regulators (state and local)

•Responsible/Manage General Permit for Nutrient Discharges to the Chesapeake Bay

•Responsible/Manage compliance with SPCC, FRP (EPA and USCG) and Virginia AST

•Manage consultants and budget requirements (per project and annual budget)

•Capital project review for permitting/regulatory requirements and internal HSE corporate standards

•Responsible for tracking new regulatory developments, determining impacts, interaction with DEQ and development / implementation of compliance plans.

•Virginia Manufactures Association Water Subcommittee

•Participate through VMA on DEQ Regulatory Advisory Panels (RAPs)

•Virginia Nutrient Exchange Board of Governors and author of private credit sales agreements

Basic Qualifications:

Bachelor’s degree in Engineering, Environmental Science, or similar field

•2+ years of experience with NPDES permit application development and compliance (preferably in the state of Virginia)

•8+ years of experience working with industrial/chemical manufacturing facilities

Additional Qualifications:

Working knowledge of environmental regulations and the Clean Water Act

•Knowledge of Virginia Department of Environmental Quality (DEQ) water permitting requirements

•Knowledge of Total Maximum Daily Load and Waste Load Allocations

•Knowledge of wastewater treatment operations and best management practices

•Understanding of RC14001 management system principles

•Ability to be self-directed in managing multiple priorities

•Strong verbal and written communication skills

•Strong project management skills and demonstrated ability to lead a team of professionals

•May be required to work in adverse weather conditions (cold, hot, humid, rain, snow, etc.)

•Demonstrated ability to work effectively with individuals at all levels of an organization and ability to work in a team environment

•Proficient in Microsoft Office
