Lead Environmental Engineer - Air Permitting
Position Summary: The Lead Environmental Air Permitting Engineer is responsible for managing the process for maintaining and revising the air permits for the Hopewell facility. The Lead Environmental Air Permitting Engineer will work with facility engineering staff, managers, and outside consultants to develop air permit applications for submittal to regulatory agencies. Additionally, this role will be responsible for establishing a document and records process within our RC14001 management system to effectively maintain the underlying data which supports the air permit application process including the air emission factors, process design constraints, and process through put limitations from upstream and downstream processes. This role will support the capital project process by reviewing the air permitting requirements of projects in the planning phase, prepare and submit permit applications, and negotiate acceptable permit conditions with the regulatory agency in coordination and consideration with plant management. This role reports to the Environmental Leader.
Duties and Responsibilities:
· Maintain the underlying data to support the air permit application, including air emission factors
· Work with facility engineers, managers, and outside consultants to develop air permitting applications for submittal to regulatory agencies
· Collaborate with the regulatory agencies to finalize air permits
· Capital project review for permitting/regulatory requirements and internal HSE corporate standards
· Analyze air emission trends and identify projects for air emission reductions
· Responsible/Manage on-site (internal) audit program of functional compliance with Env Procedures
· Design stack testing programs and manage consultants to perform emission testing required for air permit compliance demonstrations
· Interact with regulators to resolve compliance issues; establish permit requirements and assists in regulatory audits
· Responsible for tracking new regulatory developments, determining impacts, interaction with DEQ and development / implementation of compliance plans.
· Virginia Manufactures Association Air Subcommittee
· Participate through VMA on DEQ Regulatory Advisory Panels (RAPs)
· Manage consultants and budget requirements (per project and annual budget)
Basic Qualifications:
· Bachelor’s degree in Engineering or similar field
· 2+ years of experience with air permit application development (preferably in the state of Virginia)
· 5+ years of experience working with industrial/chemical manufacturing facilities
Additional Qualifications:
· Knowledge and experience in Federal Clean Air Act regulations including SOCMI HON,NSR/PSD, LDAR, NSPS, and Title V air permitting.
· Knowledge of Virginia Department of Environmental Quality (DEQ) air permitting requirements
· Understanding and experience working in RC14001 management systems.
· Ability to be self-directed in managing multiple priorities
· Strong verbal and written communication skills
· Current positive working relationship and experience with VADEQ personnel, a plus
· Strong project management skills and demonstrated ability to lead a team of professionals
· May be required to work in adverse weather conditions (cold, hot, humid, rain, snow, etc.)
· Demonstrated ability to work effectively with individuals at all levels of an organization and ability to work in a team environment
· Proficient in Microsoft Office
